Request for Standing Offer for Mechanical Testing Laboratory Services
This requirement is for: The Correctional Service of Canada, CORCAN, various locations across Canada.
Trade agreement: Canadian Free Trade Agreement (CFTA), Canada Korea Trade Agreement (CKTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama, and Canada-Peru Free Trade Agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: lowest priced compliant bid.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This standing offer does not include security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC), CORCAN, has a requirement to provide testing services (including, but not limited to, conformity, safety, wear resistance and mechanical) for various furniture products, on an as and when requested basis. CORCAN requires the testing services for furniture such as, but not limited to, Office Chairs, Lounge and Public Seating, Desks and Tables, Panel Systems, and Cabinets, which require testing against Canadian General Standards Board (CGSB), or American National Standards Institute (ANSI) / Business and Institutional Furniture Manufacturers Association (BIFMA) standards, or both.
The Offeror must be an independent laboratory that is:
1) ISO 17025 accredited; and
2) Accredited by Standards Council of Canada or recognized by Canadian General Standards Board (CGSB).
The Offeror must perform all the requested tests in a laboratory located in Canada.
Objectives: To provide mechanical testing laboratory services on CORCAN product lines for various locations across Canada, on an as and when requested basis.
Deliverables:
The Offeror must submit all testing results to the CORCAN Project Authority.
• The Offeror must date and sign the test reports.
• The Offeror must submit all test reports in English, in PDF format.
• The Offeror must clearly identify the product line and the reference to the product tested on the first page.
• For each test, the Offeror must indicate the procedures the Offeror followed.
• The Offeror must record the test results numerically, where applicable.
• The Offeror must include clear photographs representing the test performed and the item tested with the test reports.
• If CORCAN does not require that the Offeror return the tested product, the Offeror must safely dispose of it free of charge.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed from standing offer award to April 30, 2026 with the option to renew for five (5) additional one-year periods.

The debriefing may be in writing, by telephone or in person.
