Laboratory Testing Services – Fenestration Products (U-Factor and Air Leakage)
Description:
Public Works and Government Services Canada (PWGSC), on behalf of the Canadian General Standards Board (CGSB), requires accredited laboratory testing services to validate fenestration product parameters. Testing will verify ENERGY STAR® certified products and assess compliance with Canadian standards, focusing on U-factor and Air leakage. Tests will be conducted on a random sample of fenestration models, including those listed in the ENERGY STAR® database and potentially unlisted models.
The contractor will also be responsible for the disposal of dismantled equipment post-testing. Testing must be conducted by laboratories accredited to ISO/IEC 17025 and follow NFRC 102 and AAMA/WDMA/CSA 101/I.S.2/A440-11 standards. Approximately 30 window units will be tested on an as-required basis during the contract period.
Procurement Policy:
This requirement is subject to the Interim Policy on Reciprocal Procurement. Only Canadian Suppliers and Suppliers of an Applicable trading Partner, as defined in the solicitation, are eligible to submit offers. Offers from suppliers of Non-Trading Partners will be rejected.
Submission Details:
Bidders must submit their proposals in accordance with the instructions provided in the attached Request for Proposal (RFP) document.
All services must be completed no later than March 31, 2026.
