This requirement is for: Transport Canada. Description of the Requirement: Following the tragic downing of Ukraine International Airlines flight PS752 in January 2020, which occurred a mere six years after the downing of Malaysian Airlines flight MH17 in similar circumstances, Canada launched the global Safer Skies Initiative. As both incidents highlighted the importance of timely, risk-based decision-making with regards to civil aviation flight planning over or near conflict zones, TC established the Conflict Zone Information Office (CZIO) to monitor conflict zones, assess risks and provide guidance to Canadian air operators through both the sharing of vital risk information and the issuance of airspace notifications (e.g., NOTAM and Aeronautical Information Circular (AIC)). The CZIO’s daily operational activities involve the monitoring of classified and open-source information to identify and assess current, evolving, or emerging threats to Canadian civil aviation operations from conflict zones. This requires access to a variety of sources, enabling CZIO analysts to gain an accurate and in-depth picture of global trends, which will inform risk assessments and decision-making processes. While CZIO activities are focused on conflict zone effects, often these activities can be complementary and informative to other teams and modes within TC. The objective of this requirement is to seek access to relevant global geopolitical and aviation-related threat and risk information, which includes data, reports, and trend analysis providing an outlook of short, mid and long-term trends to help the Conflict Zone Information Office (CZIO) get ahead of potential current and emerging threats and risks to Canadian civil aviation operations. This will support Transport Canada’s (TC) ongoing monitoring and assessment of direct and indirect risks posed to Canadian civil aviation flight operations by conflict zones Special comments: a.
