Title: Refloat & Relocate Sunken Barge Off Wolf Island- Ontario
Background:
In February 2025, the Canadian Coast Guard (CCG) – Marine Environmental & Hazards Response (CCG-MEHR) was notified of the sinking of a steel commercial spud work barge approximately 35 meters off the north shore of Wolfe Island in the St. Lawrence River, Ontario. The barge is fully submerged except for the spud tops and rests in 6–10 feet of water.
Objective
The CCG requires the services of a Contractor to refloat & relocate a sunken barge. The Vessel must be relocated to an approved site for further inspection and securely anchor in place.
All onsite work must be continuous based on weather permitting.
Period of the Contract:
The period of the Contract is from Contract award until January 31, 2026.
Security:
No Security clearance required, escort required at DFO sites, except for public zones.
Trade Agreements:
The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA).
Mandatory Requirements:
Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.
Mandatory Criteria:
M1 Work-related Experience
The Bidder must: have a minimum of 36 months (3 years) experience in the Marine Salvage, Marine Construction or within the General Marine Industry, within the last 180 months (15 years) from the date of bid closing.
M2 Barge Refloating, Relocating and Inspection
The Bidder must provide an Operational plan, outlining the proposed methodology for the safe execution of works in section 6 of the statement of work.
The Operational plan must include the following items:
1. Anticipated timeline of operations;
2. Anticipated methodology for refloating the barge;
3. A list of resources that will be onsite for the refloating and relocating the barge;
4. Details of environmental precautions and counter measures that will be available onsite during operations;
5. A safety plan or job safety analysis specific to the operation;
If divers are to be utilized, include diving operations plan, contingency plan and certification;
M3 The Bidder must have valid Commercial Liability Insurance as defined in Annex C and must demonstrate this by providing one of the following:
• A valid copy of their Certificate of Insurance. The policy must specify that the vessel and vessel owner is insured under the policy.
OR
A letter from an insurance broker or an insurance company licensed to operate in Canada stating that the Supplier, if awarded a Contract as a result of this solicitation, can be insured in accordance with all conditions including Insurance Requirements.
Comprehensive Land Claim Agreements:
This procurement is not subject to any Comprehensive Land Claims Agreement
Selection Method:
The basis of selection is Mandatory Technical Criteria – Lowest Evaluated Price.
