Policy on Reciprocal Procurement: This solicitation is open only to Canadian suppliers. Competitive Procurement Strategy: Lowest priced compliant bid. CSC intends to award one or more contracts as a result of this Request for Proposal. Bidders may submit a proposal for one or more institutions, depending on their capacity to serve the regions in which the institutions are located. Set aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set aside for Indigenous Suppliers. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract does not include security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement. The Correctional Service of Canada (CSC) must provide rental services for a cable or relay television distribution network for all cells and common rooms of the following institutions: Federal Training Centre 600, Federal Training Centre 6099, Archambault Minimum, Archambault Medium, Regional Reception Centre, Cowansville, Donnacona, and Joliette. The inmates (Inmate Committee) will fully pay all costs associated with this contract. The Correctional Service of Canada will not incur any expenses for this contract. Objectives: To provide a cable or relay television distribution service for all cells and common rooms of the following institutions: Federal Training Centre 600, Federal Training Centre 6099, Archambault Minimum, Archambault Medium, Regional Reception Centre, Cowansville, Donnacona, and Joliette.. Deliverables: The Contractor must supply all personnel, equipment, installation of supplies, materials, equipment and components, as well as the oversight required for the installation, operation, and maintenance of the television signal system. The Contractor must provide a basic service level that includes the services required in accordance with the rules of the Canadian Radio-television and Telecommunications Commission (CRTC), as well as any other applicable laws or regulations. This service must include public access and educational channels, the retransmission of television signals of locally broadcast programs, and other appropriate services. It should be noted that CSC prohibits sexually explicit channels. The Contractor must not include such channels in the channel lineup. CSC also prohibits the use of wireless equipment within its buildings. Any conditions for participation of suppliers not specified in solicitation documentation: none. Period of the Contract: The Work is to be performed during the period of June 1, 2026, to May 31, 2029 with the option to renew for two (2) additional one-year periods.
