The objective is to investigate the key drivers and barriers influencing the successful involvement of ESCOs in implementing efficiency measures across the industrial sector in Canada and to provide recommendations for overcoming the identified barriers. The outcomes of the analysis must provide a comprehensive understanding of the state of ESCO operations in the industrial sector in Canada, the key barriers and opportunities that both ESCOs and industrial facilities face and the available range of tools that Government of Canada can use to support positive outcomes.
This analysis will need to provide a nation-wide assessment as well more granular disaggregated assessment in the following sectors across Canada: Smelting and refining, iron and steel, cement, chemicals, mining, oil and gas, petroleum refining, pulp and paper and general manufacturing.
The selected contractor will be tasked by the Industrial Division of the Office of Energy Efficiency (OEE) at Natural Resources Canada (NRCan) to undertake the work structured along three main parts.
